Agile Programme Management

In project management there are 3 variables, time, cost and requirement (features). It is impossible to fix all 3 without building in a significant amount of contingency (i.e. waste). For business change, software development and market development programmes the requirements can, and in most cases should change. In the 6, 12 or 18 months that most strategic change projects take the environment and the organisation will have changed as well
i.e. The Change Programme has to be able to Change!
The key is make sure that the programme is regularly delivering value and is adapting to changed circumstances. So, in our opinion, the right way to run these types of projects is to fix the cost, set strict deadlines for delivery and vary the requirements through disciplined prioritisation.
